The new development model of the health sector in Morocco:
To fill the shortage of doctors affecting the health sector in Morocco, the government has decided to launch a program from the 2022-2023 school year which aims to increase the number of registered students by 20%. in medicine and pharmacy in public and private establishments.
The head of government “AZIZ AKHNOUCH” aims to increase the number of educational seats dedicated to students of the faculties of medicine, pharmacy and dentistry. He also plans to increase the number of trainees in all regional health entities.
This health strategy aims to surpass the staffing rate by 2026, to reach more than 23 medical and paramedical staff per 10,000 inhabitants, a minimum figure determined by the World Health Organization (WHO) in order to meet the needs of the population.
The plan also aims to achieve the quantified objectives of the new development model by 2035: 45 medical professionals per 10,000 inhabitants.
Health sector in Morocco: 40% of doctors choose emigration
For the success of the reform of the health sector in Morocco, we must focus on the essential role played by its human resources.
However, today we are witnessing a significant increase in the migration of practitioners, i.e. 30 to 40% of doctors graduating from medical schools at the national level.
This situation is due to the lack of interest in recruitment competitions in the public sector, the unfair territorial distribution of medical personnel and the non-achievement of the 2020 objective which aims to train 3,300 doctors.
The head of government requires monitoring the interests of executives in the sector, they must benefit from qualitative training and support them in scientific research, all with the aim of overcoming the chronic shortage in several health specialties, to respond to the growing demand and to focus on territorial equity in the geographical distribution of these human resources, without forgetting the preparation for favorable conditions for work and motivation.
This critical situation of lack of health professionals threatens the country’s capacity to consolidate access to health services. The head of government “AZIZ AKHNOUCH” specified that framework law 09/34 relating to the health system and the provision of care will take into account the specificities of the different categories of the sector and will strengthen the guarantees of legal protection of civil servants by adopting a new way of working.
